Liberal leadership choice vs pick for Premier

For starters, the BC Liberal leadership race is more about picking a leader, not picking a Premier. although Christy Clark has been chosen to lead this band of liars and fraudsters she is not Premier unless of course I am missing something and the Liberals have somehow either created another MLA to the already overly governed Province? It seems to me that Christy Clark does not hold a seat in the present makeup of the BC Legislature, and therefore she cannot be named Premier unless or until the Liberals calls a general election or a sitting MLA resigns and a by-election is called for her to run. To be Premier she must first be elected by the people. This means that she cannot legally commit the province of BC to anything, nor can she enact legislation. So what we have a a former MLA, who was involved in both the BC Rail scandal as well as the BC Ferries fiasco.
